Update 31/05 1200UTC
Conflicting reports of the cause of torrential rains that fell over Manila this afternoon where widespread flooding up to waist-deep in Araneta area was observed. Local media weather cast elaborate further in their nightly weather cast that it was due to the effects of the Intertropical Convergence Zone (ITCZ) and the Southwest (SW) Monsoon, which in reality, the said weather system is not yet affecting any parts of the Philippines at the moment.
PAGASA has not yet confirmed Invest 95W into a full-fledged Tropical Depression as earlier announced by the Japan Meteorological Agency (JMA) in Tokyo, but rather a mere “Active Low Pressure Area.” #weatherguyadonis @weatherguyadonz
